Subject: Regarding registration of international medical post graduate
qualification in obstetrics and gynaecology from University of California Los
Angeles in The United States of America.
Respected Sir/ Madam
This is to bring to your
attention that I am an M.B.B.S. graduate from All India institute of medical
sciences and graduated in May 2011. (Annexure 1)
Following this I pursued my
post graduate training in obstetrics and gynaecology from David Geffen School
of Medicine, University of California, Los Angeles, California, United States
of America (UCLA) from June 2012 to June 2016. (Annexure 2)
After completing residency
training from UCLA- which is a residency program and university accredited by
the ACGME (Accreditation council of graduate medical education) of the United
States I am qualified and permitted to practice as an independent
obstetrician and gynaecologist in the United States of America. I have
attached the letter from the university stating the same. (Annexure 3)
You may kindly contact
the Obstetrics and gynaecology program, at University of California Los Angeles
for any further clarification of the issue if so required.
The addendum notification in
the Gazette of India dated 07.03.2008 states that: ‘all post graduate
medical qualifications awarded in the United States of America and recognized
for enrolment as medical practitioners in the concerned specialties in that
country’ are to be added to the Part II of the 3rd schedule of
the IMC act. (Annexure 4)
There are thus two
requirements for a medical qualification to be included in Part II of 3rd
schedule of the IMC act:
A) Post graduate medical
qualification
B) recognised for enrolment as
medical practitioner in that field in the USA.
As can be seen in para 2 and 3
above, my residency training at UCLA qualifies both the criteria as it is a
post graduate medical qualification that is recognized for enrolment and
practice as an obstetrician and gynaecologist in the United States. Therefore,
by virtue of this addendum my qualification is included in the Part II of the
3rd schedule of the IMC act.
Therefore, it is requested
that my post graduate qualification be recognized and registered by the MCI so
I may be able to practice and provide patient care at an appropriate level.
For further clarification, the
American board of obstetrics and gynaecology (ABOG) is another independent
organization that certifies obstetricians and gynaecologists in the USA. Certification
by this organization is voluntary (as noted in its bulletin) (Atachment:3
pages 1-4 of Bulletin for qualifying examination conducted by ABOG; URL : https://www.abog.org/bulletins/2017%20BASIC%20Qualifying%20Examination%20Bulletin%20(final%206-17-16).pdf ) This certification is not essential to be able to practice
obstetrics and gynaecology in the USA.
Further, by graduating from an
ACGME approved residency program I automatically am a 'registered graduate resident' of the ABOG as noted in their letter in attachment no. 2. Additionally, I
have also passed the qualifying written examination conducted by ABOG. (Passing
letter - attachment no. 1)
After passing this qualifying
examination there is an additional certification process conducted by ABOG.
This process is conducted at the minimum two years after an obstetrician and
gynaecologist has been practicing independently, where the case list (including
out-patient, in-patient and surgical cases) of the practitioner is evaluated.
This case list may be formulated by the concerned doctor practicing in any
country independently as explained in the letter from ABOG in attachment no.
2.
Therefore, my current status
with ABOG is that of a 'registered graduate resident'; and two years
after being able to practice independently I will be certified after assessing
my case list.
Hence, with all due respect I
request the MCI to register my post graduate medical qualification in
obstetrics and gynaecology from the University of California, Los Angeles,
California, USA.
I am happy to provide any
further clarification regarding this matter required from me, or from the
University in the United States or from the American board of obstetrics and gynaecology.

(Two step process for certification with American Board of Obstetrics &Gynecology ABOG and practically all surgical specialities in the USA - 1st step to pass written qualifying examination. Again: You are able to practice independently after completing a residency. ABOG certification is not a mandatory requirement.)

A. I have undertaken 4 years, NOT 3 years of training and education in Obstetrics and Gynaecology. B. I do not need 2 years of additional training, I need two years of additional PRACTICE to apply for certification by ABOG which is voluntary.
C. Additionally, regarding their specific queries - residency completion certificate is issue after examinations and tests at various levels as stated by the letter from UCLA above)
